Re: ~ means users home directory, so plz handle it that way

I understand that you are used to ~ being treated as shorthand for home directory. But that's just Unix convention. WinSCP can be used to connect to different types of servers. The server should interpret it's special path syntax, not the client.
Anyway, WinSCP might make use of OpenSSH expand-path extension. I've added this request to the tracker:
Issue 2442 – Use OpenSSH expand-path extension to interpret ~ syntax
